FAQ: Whenever a reshuffle is triggered, the Arena changes at the end of player’s turn, meaning that a player may wish to trigger this exchange when they both want the current Arena and don’t want an opponent to have it. Yes, players have achieved collecting all four Horsemen (though very rarely) and limited deck searching will be allowed as more expansions are released.
